Directions
1. Pre-heat oven to medium-high. In a large bowl, combine the flour, baking powder, sugar, and salt. Cut the butter in by hand or with a fork.
2. Begin to add the very cold water sparingly, you may not need all the water. The water should just hold the dough together. Once the dough has formed, stop mixing.
3. Divide the dough into 12 even-sized balls. Roll each ball into a circle about 4 inches in diameter.
4. Place a spoonful of filling (a favorite jam or applesauce) on one half of each circle.
5. Fold the pastry over the filling and press the edges firmly to seal in the filling (use a fork or damp fingertips - which will keep your fingers from sticking to the dough).
6. Bake the empanadas in a medium-high temperature oven for 15-20 minutes.
7. In a small, shallow bottom bowl, mix together the powdered sugar and cinnamon. Remove from the oven and while still hot, dip the empanadas into the sugar mixture. Serve warm.
Substitutions: Butter/Margarine. Jam/Apple sauce.
